Monika Le Roy has more than twenty years of experience advising senior political leaders, multilateral institutions, and business stakeholders on foreign policy, geopolitics, and international cooperation across five continents. She is Senior Director of International Policy and Global Partnerships at the Canadian Chamber of Commerce, where she leads policy development and advocacy on global, trade, and security issues affecting Canadian businesses.
Monika previously served as Advisor to the Secretary General of the Organization of American States, shaping hemispheric policy positions and coordinating responses to democratic and governance challenges across the Americas. Between 2023 and 2025, she served as Regional Program Director for the Pacific Islands at the International Republican Institute, establishing the organization’s first regional office in Suva and overseeing governance and institutional programming across sixteen Pacific Island nations during a period of intensifying Indo-Pacific strategic competition.
Her previous roles include senior advisory positions with two Canadian Ministers of Foreign Affairs and a policy role in the Office of the Prime Minister of Canada. She has also worked with the National Democratic Institute in Jordan during the Arab Spring and with Canada’s International Centre for Human Rights and Democratic Development.
Monika serves on the Board of the Parliamentary Centre, is a Fellow of the Montreal Institute for Global Security, and holds an LLM in International Law from the University of Kent and an Honours BA in Political Science from Carleton University.
